Instructions and Procedures for New or Renewal Applications for a License to Carry Firearms (LTC) and a Firearms Identification Card (FID).

Firearms License Application

PLEASE READ CAREFULLY

  1. New & Renewals– Application must be complete, printed or typed, dated and signed. (Incomplete or illegible applications will not be processed)
  2. New applicants and new residents must supply a copy of their birth certificate.
  3. New applicants for a Class A or B LTC must submit a written statement explaining their reasons for wanting to use or carry a handgun.
  4. New applicants for a Class A or B LTC must submit three (3) letters of recommendation showing good character, emotional stability, no excessive drinking habits, substance abuse or violent behavior. Each letter must be on an 8 ½”X 11” paper, dated and signed to show the writers name, address and phone number. Letters from current or former household members or relatives are not acceptable.
  5. New & renewal applicants requesting an LTC for employment purposes must provide a letter on company letterhead from the employer requesting issuance stating that you are “REQUIRED” to carry a firearm in the performance of your job.
  6. New applicants for a Class A or B LTC and Class C FID or upgrades of a Class C FID to a Class A or B LTC must supply a copy of their Hunter Safety Course or Firearms Safety Course Certificate certified by the Massachusetts State Police and taught by a Massachusetts State Police Certified instructor. New residents for a Class A or B LTC renewal must supply proof of a firearms safety course. The course must have a live fire component. The Mass Environmental Police Hunter Safety Course does not satisfy this requirement.
  7. Effective Jan 1, 2007 non-resident business owners seeking an LTC are required to apply in the town or city where they reside. Non-resident applicants will only be considered by the Plympton Police for licensing after proof of denial from their community of residence. Non-residents denied in their home community will be required to provide full disclosure to the Plympton Police of the rationale for denial in their home community. Non-resident business owners licensed in Plympton prior to 1/1/07 will be grand fathered from this prohibition.
  8. Application Fee Schedule –
    • LTC/FID New or Renewal (Up to Age 69) = $100
    • LTC/FID New or renewal (70 and older) = No Charge
    • FID Class D (Pepper Spray) Initial Application = $25
    • FID Class D (Pepper Spray) Renewals = No Charge
    • LTC – Full-Time Active Law Enforcement = $25
    • Payment must be made by check or money order payable to the “Town of Plympton”. Cash cannot be accepted. Rejected or denied applications will not receive a fee refund. This fee is a processing fee that funds materials and equipment used in the process and labor costs associated with the process.
  9. New & renewal applications must be submitted in person with a check or money order for the correct fee. At the time of application you must be able to prove residency within the town of Plympton and must provide supporting documentation with application.
  10. Once the completed application is received, a member of the Police-Licensing Unit will contact you and arrange an appointment for further processing (finger prints, photos). Once all the above is completed allow 4-6 weeks for the state agencies to complete their portion of the process. When your license is received by this department from the state you will be contacted to arrange a convenient pick-up time. We do not mail licenses.

NOTE: Applicants are no longer required to provide passport style photos. A member of the Licensing Unit, at no additional cost, will take the digital images required for the application during your processing appointment.
